The Workforce Innovation and Opportunity Act (WIOA) is designed to help job seekers access employment, education, training and support to succeed in the labor market. As well as to match employers with the skilled workers they need to compete in the global economy. It is the first legislative reform of the public workforce system in 15 years.

WIOA is a federal program administered in South Carolina through the Department of Employment and Workforce and through 12 Workforce Development Areas throughout the state. A statewide board appointed by the Governor and comprised of business owners, state government officials, educators and private citizens guide policy for all WIOA-funded programs. WIOA programs help businesses meet their need for skilled workers and provide individuals with access to training that helps them prepare for work.

The Workforce Development division of the LCOG focuses on growing the regional economy by providing a skilled workforce to existing and new businesses. Funded primarily through the Workforce Innovation and Opportunity Act (WIOA), it provides services to both employers and job seekers. Lowcountry WIOA (LWIOA) services are designed and governed by the Lowcountry Workforce Board (LWB), which is representative of the four counties, government agencies, education and local businesses. The LWB maintains a business majority and is chaired by business representatives. The LWIOA is a strong and vital economic development tool that benefits local businesses and job seekers on all levels.

Lowcountry Council of Governments (LCOG) serves the four-county area between Charleston, South Carolina and Savannah, Georgia and is one of ten regional councils covering South Carolina.  It is a resource for the twenty-five local governments in BeaufortColletonHampton and Jasper Counties, and, from time to time, may work for an individual jurisdiction, a group of local governments or the entire region.  The COG also acts as a connection between those local governments and certain State and Federal programs.  Most of the time the COG operates in the background and always in support of its members and the Lowcountry Region.   
LCOG is a public agency governed by a thirty-member board of directors appointed by the participating local governments.  Activities are organized into four broad program areas:  Community & Economic Development, Workforce DevelopmentPlanning, and Aging & Disability.

Through this program, Farm worker applicants receive counseling, testing,training and job referral services.

SC Works representatives are available to help transition veterans into the workforce. Local Veteran Outreach Specialists (LVER) and Disabled Veteran Outreach Specialists (DVOP) are trained to provide intensive employment services to all veterans, including job search workshops, labor market information, direct job referrals, information about special veteran programs, and career and employment counseling.

Vocational Rehabilitation

The Vocational Rehabilitation program helps individuals with disabilities find employment. Services offered include rehabilitation, counseling, diagnostic and evaluation services, physical restoration, artificial appliances, training and placement.

The South Carolina Technical and Comprehensive Education System

The SC Technical and Comprehensive Education System and its 16 technical colleges comprise the state's largest post-high school educational system. Its colleges offer certificates, degrees and training programs in business, health and industrial and engineering technology. The technical colleges also offer many short-term, day and evening programs that update the skills of employed people and those seeking jobs. Many technical college courses transfer to colleges and universities.

Trade Assistance Adjustment

The US Department of Labor provides assistance to workers who been effected by increased imports, shifts of production or a service that has moved to another county. The federally funded Trade Assistance Adjustment (TAA) program offers a complete package of benefits and support designed to help dislocated workers obtain the skills and resources needed to compete for jobs in today's economy.
